The rule book is very complete and awesome amount of work. I didn't find any recommendations as to what time limit should be set by the tournament director. In the Eights we plan on unlimited time for the 1st eight, 3 hours for the 2nd eight, 2.5 hours for the 3rd eight and 2 hours for the 4th and 5th eights. Is this OK?
